Representatives of structural departments of regional state administrations from all regions of Ukraine first met with the Minister of Health of Ukraine Zoryana Skaletskaya and discussed the pressing tasks of the healthcare industry.
Z. Skaletskaya noted that she was aware of the existing problems in healthcare and urged not only to discuss them, but to look for solutions. The minister again called the health of every citizen the main priority in her work. To achieve this priority, a clear decision-making procedure and honest transparent communication should be established between the Ministry of Health, regional structural units and local governments.The Minister urged the leaders to communicate more with local people, and promised to visit the districts herself. A new format was proposed for subsequent meetings, the main focus of which will shift from discussion to solving pressing problems.
Also at the workshop, the issue of salary for doctors was urgent again. Z. Skaletskaya said that she is already conducting a dialogue with the Ministry of Finance of Ukraine regarding financing, but so far the increase in doctors’ salaries depends directly on economic growth. However, she plans to use the resources of the Ministry of Health to increase the level of wages now.
Among the next stages of medical reform is the completion of the reorganization of specialized medical institutions. In order to receive financing under agreements with the NSHU from 2020, they must register as communal non-profit enterprises.
Also among the important tasks of specialized medical institutions until the end of the year is to computerize and meet the requirements for the provision of guaranteed medical services under the program of medical guarantees in relevant areas.
