The new version of the law on public procurement may deprive Ukrainians of vital medicines purchased through international organizations

As previously reported, the Verkhovna Rada of Ukraine on September 10 adopted the bill No. 1076, which proposed a new version of the law on public procurement. This bill does not provide for the possibility of purchasing medicines through international organizations, it can deprive Ukrainians of vital medicines and vaccines, the former acting Minister of Health Ulyana Suprun.

Ulyana Suprun is convinced that it is precisely thanks to purchases through international organizations that Ukraine for the first time is 100% provided with vaccines necessary for the vaccination calendar, and Ukrainians have access to many necessary medicines. The current legislation allows international organizations to procure until March 2020.

In addition, Suprun recalled that the signing of the law should be preceded by work in committees, debates, communication of the bill with the expert environment and all parties to the process, making amendments and optimizing the document, communication with the media and clients of certain changes. In this case, such work has not been carried out.

Former Deputy Minister of Health Pavel Kovtonyuk also emphasized the need to continue international procurement. He believes that Ukraine does not need to refuse the services of international organizations in certain specific areas, since international organizations can receive lower prices due to large volumes of purchases.
